A.4. Fragmented management of cultural diversity and weak institutionalisation of intercultural dialogue   Show all

Intercultural dialogue...disconnected

This photograph presents the meeting of a minority community living in Athens, which is held within a room in an NGO office. In the absence of established procedures or structured participation (e.g. in a municipal office) that could enable a meaningful intercultural dialogue between the hosting and migrant communities, the discussion of the community’s challenges is now held in isolation.

Intercultural dialogue in the background

The photograph exhibits the distinction between the symbolic recognition of cultural diversity and its systematic integration into institutional practice. Although the mural reflects an effort to represent diverse cultural identities, the image alone provides no evidence of how such recognition translates into coordinated policies, sustained intercultural engagement, or inclusive decision-making.

Ghettoing communities in multicultural cities

The photo depicts the spatial and social segregation of ethnic and migrant communities in large cities which reflects the limitations of fragmented approaches to cultural diversity. When housing, urban planning, education, employment, and social inclusion policies are developed and implemented without effective coordination, structural inequalities are visible in particular neighbourhoods where these communities tend to gather to develop a sense of belonging. This reinforces social exclusión and reduces opportunities for meaningful intercultural interaction.

The surroundings of structural inequalities

The photo portrays a migrant passing by an abandoned building and a parking lot, which is “refurbished” by a graffiti. While it is not clear whether the person lives or works in the area, the deteriorated surrounding reflects the unequal distribution of resources, services and opportunities that affect migrant communities in EU hosting countries.
