BRIDGE Main Challenge: A.2. Gap between regulatory frameworks, institutional discourses and actual inclusion practices
Across Europe, there is a lack of sustainable community management of cultural heritage and limited representation for certain groups (youth, women, minority groups and communities). These local actors do not have the skills and knowledge to manage heritage for cultural administration purposes and are not aware of its economic and social value. Most reviews of EU and local cultural policies and practices stress a more technocratic, top-down approach which diminishes the vitality and sustainability of cultural and creative industries and the economy in general.
In line with the priorities set by the EU 2020 Agenda and respectively the UN 2030 Agenda for Sustainable Development, CUBES aims at empowering all societal sectors in order to own and administer their cultural resources in a sustainable way, thus leading to both cultural democracy and cultural sustainability.
Co-funded by the Erasmus+ Programme, CUBES facilitates local communities to sustainably manage their cultural heritage. With a focus on building the capacity of women and youth, the project promotes cultural democracy and sustainability in a participatory, accessible and ICT-based way. Many different local actors and stakeholders of tangible and intangible heritage can manage their heritage and start off local activities and cooperation with other sectors.
All over Europe, experts notice a lack of know-how in community-based cultural management, which compromises the more active and knowledgeable involvement of members of the local communities in the sustainable administration of their cultural resources.
CUBES aims to set grassroots approach in the management of cultural heritage, moving away from the technocratic model that is applicable today. The current approaches to cultural policy and heritage management produce inequalities as only a few voices are heard on the relevant issues at local level, i.e. from community managers, institutions and formal/registered groups, while the vast majority of communities and their different voices are excluded from decision making processes.
CUBES encompasses A2 Challenge by illustrating the lack of community-based administration in culture and cultural heritage. Due to the technocratic approaches implemented so far, cultural heritage is not contributing enough to inclusive growth, innovation and social cohesion.
CUBES introduces a sustainable model for community-based cultural management which primarily seeks to develop the competences of members of local communities through a comprehensive, evidence-based, online training programme, delivered via a digital training platform that hosts multilingual educational content. This way, the project aims to empower local actors, with an emphasis of underrepresented groups (women, youth, minority groups), so that they can appreciate the economic and social value of their cultural heritage and manage their assets in a sustainable manner.
